You can add a contact in the admin area by using the menu at top of the admin area. When you click on + Add a Contact you will get a choice to add the new contact to any membership type you have set up. So here you can manually add a member who has paid offline or a new prospect.
You can also add a member/contact via CRM/Membership/Contact types.
When adding a paid member manually don't forget to add payment details and expiry date.
